Co-founder and General Partner
Philip Romano is a Founder and General Partner of each SHD fund. In addition, Mr. Romano is an investor, entrepreneur, artist and internationally renowned restaurateur. Mr. Romano has been an active venture capital investor for over 20 years concentrating on healthcare-related industries. Mr. Romano was the sole outside investor and business executive of the company responsible for inventing the Palmaz® stent, which was named one of the "10 Patents that Changed the World" by IP Worldwide in 2002. The stent market grew from non-existent to an over $8 billion industry. Mr. Romano has also been named to the Texas Business Hall of Fame. In addition, he and Dr. Palmaz formed another company resulting in a successful licensing transaction with Johnson & Johnson.
Co-founder and General Partner
Stuart Fitts is a Founder and General Partner of each SHD fund. Mr. Fitts previously owned EGF Broadcast Corporation and Gulf California Broadcast Company, which owned and operated radio and television properties in Palm Springs, California. Mr. Fitts sold the companies to News-Press & Gazette Company in St. Joseph, Missouri. Since the sale, Mr. Fitts has been the Managing Partner of Fitts Investment Company, a Dallas based privately held investment firm.
Mr. Fitts received his B.A. in English from Southern Methodist University and his M.B.A. from the Cox School of Business at Southern Methodist University. He has served on the board of Presbyterian Health Resources, which oversees the Presbyterian operations under the Texas Health Resources umbrella, in addition to the Texas Diabetes Council.
Senior Associate
Mike joined SHD in 2021 as an Associate. His primary responsibilities include deal flow, investment due diligence, and financial modeling. Mike currently serves as a board observer for Arctx Medical and Liberate Medical. Prior to SHD, Mike gained venture experience as a venture manager for Cone Health Ventures, a market research consultant for Catalyst Health Ventures, and as an intern at Hatteras Venture Partners.
Mike earned his PhD in biomedical engineering from UNC - Chapel Hill under the direction of serial entrepreneur Mike Ramsey. His dissertation work on nanofluidics and DNA physics is published in ACS-Macromolecules. Mike brings a deep understanding of medical devices, diagnostics, and scientific research to the SHD team.

CEO and General Partner
Andrew Offer joined Scientific Health Development in 2007 and serves as Chief Executive Officer and General Partner. Andrew currently serves on the board of directors for most active SHD portfolio companies including Podimetrics, Mindera Health, Empirical Spine, Liberate Medical, and several others. Prior, Andrew held board directorships with Sight Sciences (Nasdaq: SGHT), Channel MedSystems and Koya Medical. Additionally, Andrew has historically contributed as Chief Financial Officer for multiple portfolio companies.
Mr. Offer graduated Magna Cum Laude with multiple honors distinctions, earning a B.B.A. in Finance from the Mays School of Business at Texas A&M University. In addition, Mr. Offer earned the Chartered Financial Analyst (CFA) designation in 2009 and is a member of the CFA Institute and the CFA Society of Dallas-Fort Worth.
